However, the Council still does not believe the higher levels of EPA are giving the <br /> <br />nation's most extensive and successful nonpoint source water quality control program the support <br /> <br />and recognition it deserves, <br /> <br />The Council is also concerned that EP A is not applying the rules associated with the <br />NPDES program uniformly among all dischargers, specifically that Federal dischargers such as <br />wildlife refuges are not being held to the same standard as non-federal dischargers, The Council <br />recommends EPA review its implementation of the NPDES program, <br /> <br />COWRADO RIVER BASIN SAUNlIT CONTROL ADVISORY COUNCIL <br /> <br />10 <br />
