INTRODUCTION

The CROSS User Involvement Program is charged with providing support to the CROSS Development Team in
the conduct of various wOlxshops with potential users and other interested persons. The intent of the workshops varies
somewhat depending upon user needs and the nature of their anticipated uses of the CROSS as detailed below. In general,
the worl<shops \\ill seek to establish a process for communication with the users to inform them of the content of the
CROSS, obtain their feedback about such content, and deliver training on how to use the CROSS in their jobs. Various
ancillary aspects of CROSS access, support and institntional interactions will also be addressed.

There are three categories of User Involvement Workshops to be conducted:
a) DNR Briefing Room Workshops
b) External User Workshops
c) West Slope Division Workshops

This Technical Memoranda describes the PUlJXlses of the worl<shops to be conducted, attendees, content,
anticipated outcomes and schedule.

2. DESCRIPTION OF WORKSHOPS

2.1 DNR Briefing Room Workshops

Purposes and Content
The PUlJXlses of the DNR Briefing Room Workshops VllIy with the schedule of delivery. Six (6) workshops with
DNR staff are planned, three (3) with CWCB staff and three (3) with DWR staff. Separation of the two agencies is
desirable due to differences of job functions. Each workshop \\ill be held in the DNR's CROSS Briefing Room and will be
designed for one-half day. Prior to the workshops, an informal User Swvey will be conducted with DNR management
and staff to review job functions and information needs (see attachment for User Survey). In each workshop we will ask
groups to react to and originate different water management scenarios, and how they will act to deal with those
scenarios without and with CROSS. Follow-up telephone and personal interviews may be conducted for
amplification and clarification.

The purposes of the six workshops are summarized as follows:

1. Workshop 1 - CRDSS Introduction to CWCB Staff. This workshop \\ill entail a review of CROSS modules
and functions with the intent to establish user understanding of its scope of application. The one hour
intmduction will be followed by a review of application scenarios as examples of how the CROSS might be
applied to answer selected water management problems. The one hour application scenarios review \\ill be
followed by focus group discussion of approxiJnate1y one hour to determine information needs of the
participating staff, how these needs are currently met, and how the CROSS might be used to meet these needs.
An informal workflow analysis \\ill be reviewed Design of performance measures as output from the CROSS
will be discussed. The application scenarios will be modified accordingly. The final hour will be directed to
instruction on how to log on and operate the CROSS so that staff can access the system and explore its tntoria!
modules on their own time. Procedures for accessing on-line documentation will be demonstrated.
