ooon9

November 18, 1996

Page 2

. Boyle will begin enhancing the San Juan/Dolores basin model in early January, 1997, and the
Colorado basin model in early February; the Gunnison basin will be scheduled last, following
completion of the San Juan/Dolores

. one engineer should be dedicated to each basin, particularly toward the end of the task as input
files are assembled and baseflow generation and calibration begin

. subtasks that are more or less independent of the DMI's and database (Arcview task, basinwide
efficiency calculation, water right class definition) may begin during the software cleanup period

. the Gunnison River application and linked model tasks may proceed concurrently

Gene Jencsok said that the subtask dates should be revised in the scope. Ray Bennett suggested that
Boyle identify significant milestones in the Gantt chart: completion of spatial and water right class
aggregation, beginning calibration, draft final report submittal, final submittal.

Tasks 3.04, 3.06, 3.07, and 3.08

Meg submitted final memos for these tasks. It was noted that "FINAL" was omitted from the heading on
Task Memorandum 3.06, and would have to be reprinted. Ray Bennett asked if the draft memos reflect
completion of each task. Meg noted that they do, subject to the State's remarks. When a task has been
in progress, Boyle has presented a draft memo for discussion at progress meetings, but not submitted it.

Meg requested that the State provide Boyle with final copies of the White River memoranda. She asked
Ray Alvarado to review memos for the outstanding tasks and note where more detail will be required for
the Yampa basin model. .

Ray Alvarado asked whether exhibits of interim files or network diagrams will be updated when final
versions become available. Concensus was that interim exhibits are appropriate now; however, Boyle
should cull them when preparing the appendix to the final report.

Task 3.09 - Generate New .ddm and .ddh Files

Ray Bennett said that he has modified makestr so that it assigns a default climate station to structures
that are missing location data. The choice of climate station is based on water district, which is available
for all structures. Luis Garcia has modified pre_cu in the past several days, and the database has recently
been refreshed. These changes imply that Meg will need to re-execute the first four steps of Task 3.09.

Ray Alvarado asked that Boyle document process for this task in their memo. He said that Andy Moore
had a memo describing the same task, which he will forward to Boyle.

Task 3.10 - Aggregate M&I Use

Meg presented an interim memorandum for Task 3.10, including spreadsheet exhibits showing
computation of M&I use not included in Phase 2. The following comments were made:
