General Contractor - <br />Under the policy guidance of the High Plains Study <br />Council, the General Contractor will serve as the <br />coordinator for this project and will contract and/or <br />perform work herein described. <br /> <br />5. State Advisor~ Grou~s - <br />At each state s opt~on, advisory groups may be <br />,appointed by the Governor. The size, composition, <br />and function of such advisory groups shall be <br />determined by each Governor. <br /> <br />. <br /> <br />STATE RESEARCH <br /> <br />A. In each state there will be performed three fundamental <br />elements of the study and analysis. They are: <br />,1. State and farm-level research <br /> <br />2. Energy production impacts <br />3. State impacts <br /> <br />At the election of the state thi~ work may be contracted <br />through a single State Agency and by such other mechanism <br />that the state may desire that will be in compliance with <br />applicable Federal and State laws and regulations. This <br />work shall be performed to a quality and a time criteria <br />mutually agreed upon by the states and the Council prior <br />to the undertaking of the work. If an individual state <br /> <br />( <br /> <br />desires that either part or all of these three elements <br />not be performed by the State Government nor be the <br />responsibility of the State Govern~~nt, such work will <br />
