<br />ULlJ:Ji <br /> <br />HIGH PLAINS ASSOCIA TES <br /> <br />High Plains Study Information <br />Page 3 <br /> <br />The High Plains Study was mandated by Congress in Section <br /> <br />193 of the Water Resources Development Act of 1976 (P.l. 94-587) <br /> <br />which states in part II. . . study the depletion of the natural <br /> <br /> <br />resources of those regions. . . presently utilizing the declining <br /> <br /> <br />water resources of the Ogallala Aquifer, and to develop plans <br /> <br />to increase water supplies in the area <br /> <br />and to examine the <br /> <br />feasibility of various alternatives to provide adequate water <br /> <br />supplies in the region including, but not limited to. the transfer <br /> <br />of water from adjacent areas." <br /> <br />In response to this legislation, the Economic Development <br /> <br /> <br />Administration awarded this study contract with the following <br /> <br />objectives: <br /> <br />1. Determine potential development alternatives for <br /> <br />the High Plains, <br /> <br />2. Identify and describe the policies and actions <br />required to carry out promising development <br />strategies. <br /> <br />3. Evaluate the local ~ state~ and national implications <br /> <br /> <br />of these alternative development strategies or the <br /> <br /> <br />absence of these strategies. <br /> <br />~ <br />
