<br />. <br /> <br />. <br /> <br />. <br /> <br />=- <br />- <br />- <br /> <br />;;;:; <br />SOFTWARE ENHANCEMENTS: ..-.... <br />The Colorado Oil and Gas Information Management System (COGIMSI which was developed in 1982-1984, is outdated, 1,:; <br />cumbersome, and is inadequate for addressing the data management needs of OGCC as well as the present day State Board of <br />land Commissioners (SBlC) for management of its oil and gas leases, as well as its other minerals leases. An additional system <br />was built in 1985 in conjunction with COGIMS, the Surface lease Information Management System (SLIMS) for management of <br />all surface land related leases. <br /> <br />These two systems jointly contain an inventory to identify both the 4 million mineral acres and 3 million surface acres of state trust <br />lands managed by the SBlC. There are eight separate land trusts. Each acre of land has a particular trust designation, and revenue <br />received must be identified, by trust, in order to appropriately account for and distribute the revenue to the correct trust beneficiary. <br />Sources of revenue include land sales; minerals royalties; oil and gas lease rents; rents from agriculture, grazing, commercial <br />development, recreation and other uses; and forest product revenue. The SBlC's central office is located in Denver, with district <br />offices in Alamosa, Craig, Greeley, Pueblo and Sterling. These two automated systems must support the land management and <br />trust fund accounting functions. <br /> <br />Over the past decade. there have been major changes in computer technology, as well as the SBlC land management policies and <br />practices. and the current system has become outdated in terms of functionality, user interface, and systems design. The SBlC <br />systems need several major modifications/upgrades In order to manage its lands more efficiently and maintain a secure land data <br />base information system. The August. 1994 Report of the State Auditor. Public Land Management Performance Audit findings <br />identified areas for improvement in the SBlC~s management of unproductive land, inaccessible lanel, process to set rentals for <br />grazing livestock on state land, guidelines for determining the value of land to be sold or exchanged and procedures for resolving <br />boundary errors. A study completed in June. 1995 by a consultant on the COGIMS and SLIMS systems. Modernization & <br />Enhancement Study, addressed the modifications, upgrades and enhancements necessary to enable the SBlC to implement the <br />State Auditors recommendations for state trust land management. <br /> <br />There are programs and information shared by the Colorado Oil and Gas Conservation Commission and the SBlC within COGIMS <br />which should be upgraded concurrently. Beyond the needs of the State land Board. the Oil and Gas Commission serves a number <br />of stakeholders with informational needs that are not being met at present. In the period of time since the implementation of <br />COGIMS, the number of active oil and gas wells has nearly doubled, compounding the problem of outdated technology with greater <br />volumes of workload. Three separate studies - a 1992 Department of Natural Resources Information Management Study - a 1994 <br />State Performance Audit - arid a 1995 OSPB workload analysis, all cite the inadequacy of the COGIMS information technology <br />system. <br /> <br />47 <br />
