<br />OD2783 <br /> <br />GENERAL STRATEGIES AND PROCEDURAL BASIS <br /> <br />Many of Colorado's hazards will eventually be covered by specific mitigation <br />plans. However, the state's capabilities to respond to emergencies/disasters <br />from hazards in general are covered in the State Emergency Operations Plan <br />(SEOP). This state mitigation plan for landslide hazards is closely <br />coordinated with the SEOP which stresses emergency response and recovery from <br />disasters. It also responds to the Division of Disaster Emergency Services' <br />charge in the Colorado Disaster Act of 1973 to participate in mitigation <br />activities. <br /> <br />Method of preparing the plan: This plan has been developed through a series <br />of steps called a .Procedura1 Basis." The steps that are followed in this <br />plan, are adaptable to the development of other state and local mitigation <br />plans. The steps of the procedural basis are as follows: <br /> <br />* Vulnerability identification <br />Hazard/threat/government capability to respond <br /> <br />* Identification of potential local/state impacts on <br />Three representative sites <br />Other sites across the state <br /> <br />* Identification of mitigation steps to be taken locally on <br />Three major sites <br />Other locations where unique measures have been employed <br /> <br />* Establishment of unmet local mitigation needs <br /> <br />* Identification of state capabilities to deal with unmet needs <br />Agency availability/capability <br /> <br />* Development of cost beneficial mitigation projects consistent with unmet <br />needs <br /> <br />- viii - <br />
