<br />tl .. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />implemented, unless it is feasible to do so from all of these <br />perspectives and can be done in accordance with state water <br />laws. <br /> <br />However, Chevron has some doubt as to whether or not the <br />saline waters could be used for certain activities without <br />expensive treatment, because of potential damage to vegetation <br />or corrosion of equipment. In view of all of these <br />uncertainties, Chevron is unsure as to when and how this <br />portion of the implementation plan would be applied. Chevron <br />is concerned and requests the Commission to ascertain that the <br />development of the information necessary for putting this <br />saline water to use not be a burden placed upon the potential <br />user. Furthermore, the use of saline waters in industrial <br />activities should not impose any additional treatment <br />requirements upon a user. Finally, Chevron urges that this <br />portion of the implementation plan should only be applied in <br />Colorado after further study and appropriate statutory <br />authorization. <br /> <br />We understand that the 1981 Forum Report is only being <br />adopted as a policy, not a rule and, therefore, its provisions <br />are not enforceable by the Commission or others. Therefore, <br />Chevron would urge the Commission to include such a <br />clarification in its statement of basis and purpose. <br /> <br />1~76 <br /> <br />-7- <br />
