Resolution of the ,issue is given back to <br />the United States. <br /> <br />October 7, 1997 The Southern Ute Indian Tribal Council adopts a <br />resolution that "...determines that Animas River <br />Citizens' Coalition proposal will not meet the tribal <br />objectives that were to be accomplished under the <br />1986 Settlement Agreement and 1988 Settlement Act <br />, because among other things, that proposal does not <br />provide the Tribe with certainty that it will receive a <br />firm supply of water from a reliable source that can be <br />used to me~t its present and future needs on the west <br />side of the reservation." <br /> <br />October 22,1997 Ute Mountain Ute Tribal Chairman sends a resolution <br />to Lieutenant Governor Schoettler stating that the <br />Tribe "finds unacceptable the Citizens Coalition's <br />proposal to provide monies to the Tribe to acquire <br />land, direct flow water rights and possibly increase <br />reservoirs in the area." <br /> <br />October 30, 1997 Romer and Sc\1oettler send a letter to Secretary Babbitt <br />formally concluding the RomerlSchoettler process. <br />Two alternatives were developed during this process: <br />(1) the proponents' Animas-La Plata Reconciliation <br />Plan, and (2) the opponents' Animas River Citizens' <br />Coalition Conceptual Alternative. The responsibility <br />of resolving the issue of developing the ALP is <br />returned to the Federal government and the Congress. <br /> <br />November 18, 1997 Governor Romer and Lieutenant Governor Schoettler <br />announce their support for the "ALP Lite", the Tribes' <br />and other project sponsors' alternative. <br /> <br />Dec. 1997 -Feb. 1998 Various meetings held with primary stakeholders to <br />receive concerns regarding the twoRomerlSchoettler <br />Process proposals. <br /> <br />February 5, 1998 Memo from Ute Mountain Ute Tribe contractor to <br />Reclamation on ALP Reconciliation Plan, included a <br />change in estimated proj ect cost from August 29, 1997, <br />report . <br /> <br />1-10 <br /> <br />II <br /> <br />.. <br />
