The determination of the manner in which the operation <br />of the reservoir can be coordinated with the use of <br />ground-water storage not only by means of existing <br />pumps but ~lso by means of the sub_irrigation method <br />which is practiced throughout a portion of area north <br />of the Rio Grande. <br /> <br />c. The determination of flood control benefits taking into <br />consideration not only benefits to Colorado but also <br />the benefits that were claimed for the proposed State <br />Line Chiflo Reservoir by the Corps of Engineers in <br />its report on the Middle Rio Grande Project entitled <br />"Rio Grande and Tributaries in New Mexico, Survey <br />for Flood Control, Albuquerque District, Albuque~e, <br />New Mexico." <br /> <br />The Bureau of Reclamation has restudied the project in accordance <br />with the request of the State of Colorado, It has been assisted in <br />this work by the staff of the Colorado Water Conservation Board, by <br />my office, and by representatives of the San Luis Valley Water Con- <br />servancy District as well as other entities. The Bureau of Reclamation <br />has submitted a draft of a Proposed Report of Regional Director dated <br />June 1955 for informal comments by the State of Colorado. I have re- <br />viewed this draft of r~rt, and this memorandum contains my comments <br />thereon. .. <br /> <br />My memorandum is divided into two parts. The first part relates <br />to the major features of the project and the extent to which the Bureau <br />of Reclamation has complied with the request of the State of Colorado <br />in the restudy of the project. The second part contains numerous <br />detailed suggestions for editorial changes in the draft of the report. <br />The first part is prepared mainly for the information of the Board; <br />the second part is for transmittal to the Bureau of Reclamation should <br />you see fit to do so in order to guide it in the preparation of its <br />final draft of the report. <br /> <br />Comparison between 1953 and 1955 <br />Proposed Pro;ect <br /> <br />The following table indicates pertinent facts with respect to the <br />project as it was recommended by the Bureau of Reclamation in its <br />Supplemental Report of 1953, and as it is now recommended in the <br />Bureau's June 1955 draft of report <br />
