A required action to prevent loss of life or property may proceed <br /> <br />in emergency situations (such as drought, fire, or flood) even though it is <br /> <br />in an area or island having wilderness potential. Circumstances and action <br /> <br />taken must be documented and made a public record, filed in the District <br /> <br />involved. <br /> <br />11. Where specific project instructions through a Washington BLM <br /> <br />office directive have been issued prior to issuance of these policies and <br /> <br />procedures, the previously issued directives will rule. <br /> <br />IV. Priorities and Schedule <br /> <br />A. Priorities <br /> <br />In determining where to implement the wilderness review procedure, <br /> <br />the Bureau will base its priorities on these considerations (in order of <br /> <br />importance): <br />1. The need to determine wilderness potential of areas where <br /> <br />major projects are proposed that relate to national issues~ such as <br /> <br />mineral, energy, and renewable resources needs; <br /> <br />2. The need to protect threatened wilderness study areas from <br /> <br />loss of suitability for possible inclusion into the National Wilderness <br /> <br />System; <br /> <br />3. The need to minimize interference with the ongoing multiple <br /> <br />use management and sustained yield of resources from public lands; and <br /> <br />4. The need to study and report to the President the wilderness <br /> <br />preservation potential of formally identified areas, including 11 primitive <br /> <br />areas and 44 natural areas which are discussed in the schedule below. <br /> <br />14 <br />
