<br />ODilSJO <br /> <br />. <br /> <br />DECISIONS TO BE MADE AND PURPOSE AND NEED <br />FOR THE PROJECT <br /> <br />From the 1992 FEIS (page 1) "the purpose of the proposed TransColorado Gas Transmission Project is to <br />provide a regional natural gas transmission system to transport natural gas from the Western Slope of <br />Colorado and the Rocky Mountain region to major interconnections wtth other interstate pipeiines for <br />ultimate delivery to the Southwest, Midwest, and California markets", This stated purpose has not changed. <br /> <br />The specific decisions-to-be-made at this time using the Supplement. coupled with the 1992 FEIS, are <br />intended to support that purpose, in as environmentally sound a manner as possible. Each of these <br />decisions is in response to a specific purpose or need. <br /> <br />1. Action on the proposed amendments to the approved ROW grant for proposed route changes and <br />reaiignments. The purpose of pipeline route changes is to more efficiently and effectively mitigate <br />environmental, construction, and land owner concerns related to the approved pipeline centerline. <br /> <br />2. Action on the application for temporary use permits for construction of TUAs, The purpose of TUAs <br />is to provide extra work space lor special areas construction. Special areas include steep <br />ascent/descent slopes, side slopes, canyon crossings, roads and railroad crossings, stream <br />crossings, staging areas, and equipment turnaround areas. <br /> <br />'. <br /> <br />3, Action on field route realignment and TUA relocations at unspecified areas due to conditions <br />encountered in the field during construction. The purpose 01 pipeline field realignments and <br />temporary use area relocations is to more effectively mitigate environmental, construction, and land <br />owner concerns related to the approved pipeline centerline. <br /> <br />3, Action on the revisions to several approved environmental protection measures. The purpose of <br />this proposed action is to modify environmental protection stipulation(s) contained in the FEIS <br />RODs to allow for the use 01 current environmentally improved methods, flexibility, current field <br />conditions, construction safety, and practicality in field appiication 01 the measure(s). <br /> <br />4, Action on re-authorization of the now expired 25-foot TUA lor the length 01 the pipeline. The <br />purpose of this action is as stated in the FEIS, This 25-foot TUA is essential to the construction 01 <br />the pipeline, <br /> <br />Once the Final Supplement to the 1992 FEIS has been prepared, decisions will be made considering the <br />environmental analyses documented in both documents, These decisions will be documented in three <br />separate Records 01 Decision: one for the affected lands on the San Juan Nalional Forest, one for all <br />affected BLM lands, and one for those lands affected on the Uncomphagre National Forest <br /> <br />Guidance for preparation of a Supplement to an EIS is contained in 40 CFR, Paragraph 1502.9, The <br />Supplement addresses proposed project activities on Federal, state, and private lands.
