The committee's report is an effort to reestablish basic <br />elements of a position which will have broad public support in Cali- <br />fornia. <br />In our report of November 1963 the committee stated: <br /> <br />There should be no state acceptance of the proposed plan or com- <br />mitment to alter the State Water Facilities without the express <br />approval of this Legislature. <br />, . . ~ ' J <br />In our 1964 report, the committee reaffirms its belief that the State <br />of California should make no commitment to support a regional plan <br />or legislation implementing such a plan without the express approval <br />of the Legislature. <br />The committee wishes to thank the many federal, state and local <br />public and private agencies in California who have been of assistance <br />to it in this study.
