<br />002000 <br /> <br />LETTER OF TRANSMITTAL <br /> <br />December 20, 1964 <br /> <br />HONORABLE JESHE M, lJNRTIE, Speaker of the Asse.,nbly <br />Members of the Assembly <br />State Capitol <br />Sacramento 14, California <br /> <br />Gentlemen: <br />Pursuant to ACR 1 and HR 10 of the First Extraordinary Session of <br />1963, the Assembly Interim Committee on Water herewith submits its <br />final report on "Arizona v. California and Pacific Southwest Water <br />Problems. ' , <br />Under the same authorization this committee published a report, <br />The Pacific Smtthwest Water Plan, Volume 26, No. .8, November 8, <br />1963. This first report was limited specifically to our comments on the <br />initial Pacific Southwest Water Plan proposed by Secretary of the <br />Interior Stewart L. Udall. It was issued last year because the plan <br />was "so important that it was incumbent upon this committee to make <br />its views known and formulate appropriate comments on the policy <br />considerations involved." The committee's comments were forwarded <br />to the secretary by the Governor together with California's Official <br />State Comments. <br />During 1964 additional proposals for Pacific Southwest water plan- <br />ning were made, several of which were introduced in Congress as proj- <br />ect authorization bills. None, however, were enacted into law. During <br />this period the committee held three days of public hearings and con- <br />ducted staff study and research, and held two executive sessions. The <br />concern of the State Senate in these plans was demonstrated when its <br />Factfinding Committee on Water Resources scheduled a two-day joint <br />hearing with the Assembly committee. <br />The report submitted herewith consists of a comprehensive summary <br />of the decision in Arizona v. California and the basic Pacific South- <br />west water problems faced by California and other states of the West <br />today. The committee has selected several major policy areas which <br />have proved to be the most important to California and concerning <br />which there is substantial disagreement in California and the Congress. <br />The committee has endeavored to present its views on the most de- <br />sirable policies for California to pursue in supporting a program of <br />regional planning for the Pacific Southwest. <br />The committee has felt compelled to present its views because of the <br />adverse conditions confronting California, that is, its representatives <br />have negotiated a compromise with Arizona which has no support in <br />California among the water interests involved. As a result of modifica- <br />tion of this compromise by the U. S. Senate, California has withdrawn <br /> <br />(3) <br />
