000460

Add 1 _n

However, the Bureau announoed at that time that "the Administration is going to

hold firm on the $2ClO-$300 million dollar (non-Federal) oontribution towards

the cost of the projeot..." The proposal transmitted to Seoretary Hodel today

offers a package that would provide $238 million for the state and local side

of the projeot.
A key issue in the proposed cost-share agreement and oonstruction of the
projeot is the final resolution of longstanding water right olaims of the Ute
Mountain Ute and Southern Ute Indian tribes. Construction of the project under
the proposed agreement would settle these claims and provide enough water for

all interests ooncerned, including the munioipal, agrioultural, and industrial

users in Colorado and New Mexico.

"I join my oolleagues from Colorado and New Mexioo in urging Secretary

Hodel to endorse this historic agreement at the earliest possible date,"

Armstrong said. "Not only is the building of the Animas-La Plata water projeot

long overdue, this agreement is a very responsible resolution of pending legal

questions in regard to longstanding Indian water rights issues."

-':30--

:1
