'"I <br /> <br />~: <br /> <br />.. <br /> <br />PUBLIC RULEMAKING HEARING; ARTICLE 3, SECTION 3.9.5 <br /> <br />-------------------------------------------------------------- <br /> <br />COMES NOW the Northwest Colorado Council of Governments <br />(NWCCOG), by its undersigned attorney, and hereby requests <br />party status for the above-referenced public rulemaking hearing <br />and all associated proceedings. In accordance with the <br />procedural rules for all proceedings before the Water Quality <br />Control Commission and the Water Quality Control Division, at <br />Section 2.1.7, NWCCOG furnishes the following information <br />concerning its party status request: \ <br /> <br />1. General Nature of Applicant. NWCCOG is an association <br />of local governments organized pursuant to Article <br />XIV, Section 18 of the Colorado Constitution and <br />Sections 29-1-201, et seq., C.R.S., 1973, as amended, <br />and is composed of the Colorado Counties of Eagle, <br />Grand, Jackson, Pitkin, Routt and Summit, and the 25 <br />incorporated municipalities within those counties. <br /> <br />2. [{easons [or Seeking Admittance as a Party. NWCCOG was <br />a party to the proceedings before the Commission which <br />resulted in the aaoption of the basic statewide <br />standards as well as the classifications and standards <br />for Region XII. NWCCOG is the designated Section 208 <br />areawide waste treatment management and planning <br />agency for Region XII. Pursuant to this authority, <br />NWCCOG prepared and presented to the State of Colorado <br />its areawide water quality management plan for Region <br />XII in 1979, and a revised and updated version of the <br />plan in December of 1982. As an areawide planning <br />agency [or non-point sources of pollution and as a <br />representative of a region containing the heaawaters <br />o[ the Colorado River from which 30 percent of the <br />total runoff ot the ColoradO river system is produced, <br />NWCCOG has a vital concern with salinity in its <br />region, 1~e role of 208 water quality planning with <br />respect to salinity is required by the Clean Water Act <br />ut Section 208 (b) (2) (I), which requires designated 208 <br />planning agencies to include in the planning process: <br /> <br />148'7 <br />
