<br />. <br /> <br />. <br /> <br />. <br /> <br />f;Cr.2G1 <br /> <br /> <br />opportunity utilizing private interests willing to commit funds for planning, <br /> <br />design and construction of a desalination/cogeneration facility based on the <br /> <br />ability to sell its products and services at reasonable prices. <br /> <br />PSCo would pay for electricity, and others are expected to purchase the salt <br /> <br />and distilled water produced by the process. <br /> <br />Reclamation would pay the <br /> <br />Sponsors for the service of removing dissolved salts (salinity) from the <br /> <br />Colorado River. Salinity is a major source of pollution to the Colorado <br /> <br />River, causing estimated average annual damages of $311 million (1986 price <br /> <br />level)_ Utilizing such a service provided by the proposed, privately <br /> <br />developed facility, would enhance the goal of privatization of government <br /> <br />services. <br /> <br />2.2 No Capital Investment by the Federal Government. <br /> <br />The Sponsors would finance, construct, operate and mvintain the desalination, <br /> <br />cogeneration facility. No up-front Federal funds ~ould be required for the <br /> <br />construction of the project, nor prior to the realization of salinity control <br />. <br /> <br />benefits. Only after the first quarter of operation would the Federal <br /> <br />government begin to expend funds via a proposed line item in Reclamation's <br /> <br />operation and maintenance budget. Analogous to other government purchases of <br /> <br />services from private vendors, a portion of the fee paid to the Sponsors <br /> <br />would cover capital debt expenses, as well as operation and maintenance <br /> <br />expenses and profit.
