UG?205

1.3 Project Concept.

.

The proposed facility would consist of a combustion turbine fueled by natural

gas, a saline spring collection system, brine desalination unit, a salt-

disposal unit, and power transmission syst~m. Saline water would be

collected from springs along the Colorado River. Waste heat from power

generation would drive a closed evaporative desalination system to remove the

salt from the spring waters at a rate of up to 200 tons per day or 70,000 tons

per year. The salt would be marketed by the Sponsors. After desalination,

the distilled water which would be produced, would be returned to the Colorado

River or possibly marketed to local users. The Sponsors have selected the

name, Glenwood Springs Salt Company, for the proposed facility.

The Sponsors have a 30-year Power Purchase Agreement for 2S MW with Public

... Service Company of Colorado (PSCo) along with the 30-voar Agreement for the

payment of salt removal fees by Reclamation, subject to congressional

authorization. Salt removal fees would be paid by the ton on a measured

output basis.

A complete description of the concept and proposed facilities is contained in
the Environmental Assessment.

1.4 Joint Activities.

The Sponsors and Reclamation are cooperatir"'~ tr_, prl?r,;1ro:: on En~.-i!.-':'n.!!1'2nt81

Assessment (EA) for the proposed facility.
