<br />GC2276 <br /> <br /> <br />\ <br /> <br />A series of informal presentations were m~de to various city and County <br />government officials, local business leaders, and news media in the Glenwood <br />Springs area from February through November 1989. In addition, the Sponsors <br />and Reclamation formally presented the proposal to the Glenwood Springs City <br />Council on October 5, 1989, and to the public during a November 2, 1989 public <br />meeting. The Sponsors also have conducted tours of the proposed facility site <br />for interested parties. <br /> <br />(Additional information will be included in this section concerning the <br />acceptability and degree of support by the local governments and the general <br />public, following re-zoning and permit hearings currently being conducted. <br /> <br />4.0 IMPLICATIONS OF FEDERAL INVOLVEMENT. <br /> <br />If authority for Reclamation's salt payments to the Sponsors is obtained from <br /> <br />Congress, unexpected problems could arise. The following sections discuss the <br /> <br />potential problems along with consequences and possible solutions. <br /> <br />. <br /> <br />4.1 Lack of Federal Appropriations. <br /> <br />The Agreement with the Sponsors (referred to ~s the Cc'mDany in the Aareement! <br />contains the following statement which would apply if Federal appropt.iations <br />were not available in any year: "It is und""..,tood by both parties that if. <br />following Congressional authorization, 0pproprioted funding fqr salt payments <br />is delayed, for whatever reason, salt pay,ments for all salt removed by the <br />project will accrue and bear simple interest from the date due until paid <br />unless paid within 30 days of receipt by Reclamation of a proper quarterly <br />filling. The interest rate shall be that determined by the Secretary of the <br />Treasury as prescribed in the Colorado River Basin Salinity Contr~l Act, <br />Public Law 98-569, and shall be paid in arrears to the Company by Reclamation <br />as soon as practicable after receipt of such appropriation." <br /> <br />Since salt payments to the Sponsors would be a cont ractual ol!li'jatic'n, the',' <br />would be among the highest priorities in Redamation's C&il bud'Jet. <br /> <br />. <br /> <br />15 <br />
