In the first stage, the river <br />flowed through a temporary diversion channel excavated near the north edge <br />of the river valley. In the second stage, the river was diverted through <br />an excavated channel south of the natural stream bed. This diversion <br />channel functioned until the earthfill had been constructed to a safe <br />level and the spillway and outlet w:orl:s i1ad been completed to a point <br />where these structures could sa~eJ.7 he.ndle flood waters. At that time <br />the metal culverts placed in the te~pr)rar,;r cofferdam were plugged and <br />placement of embankment in the di'rRrsion channel through the dam was <br />initiated. This was accompJ :.:;netl in July 1950 and marked the beginning <br />of storage of water in the r~serYoir.. <br />While the Utah Construction Company, as prime contractor, had full <br />responsibility for the construction of the dam and access road, that fim <br /> <br />3 <br />
