In cooperation with the Bureau of Reclamation, the Corps <br /> <br />of Engineers has implemented emergency flood relicf authority/and <br /> <br /> <br />constructed several emergency dikes/and a channel clearing and <br /> <br />.nQ8siag program)along vith the Bureau's land purchase program. <br /> <br />This program appears to be quite successful sLnce no flooding <br /> <br />occurred last vintor on privately owned land. <br /> <br />Approximately $700,000 was expended by the Bureau in F.Y. 1972 on <br /> <br />purchase of land and easements in the areas susceptible to the ice <br /> <br />jam flood, and additional funds will be expended in F.Y. 1973. <br /> <br />Morrow Point Dam creates a reservoir of 117,000 acre-feet. The <br /> <br />powcrplant has a capacity of 120,000 k.w. Construction of chesc <br /> <br /> <br />fcatures vas startcd in Junc'1963 and completed in Junc 1971. The <br /> <br />only work remaining on Morrow point Dam and Reservoir is the <br /> <br />bituminous paving of acccss roads to the dam and powcrplant. which <br /> <br />is scheduled in F.Y. 1973. and the construction of a Visitor's <br /> <br />Ccnter which i. scheduled for F.Y. 1974. <br /> <br />Crystal Dam was originally planned as a zoned earthfill structure. <br /> <br />Bids were received in May 1971 which wore excessivcly high. mainly <br /> <br />because of working room in the canyon and scarce earth-fill ~terial <br /> <br />on the canyon walls. A decision was made. therefore. to redesign <br /> <br />the dam as a double-curvature. thin-arch concrete dam. that would be <br /> <br />les8 costly and have 1es8 affect on ehe enviro~ental conditions in <br /> <br />the narrow canyon area.
