7. A memorandum documenting the calibration process and results, Task 3.15 Prepare Baseline Data Set Objective: Develop a Statemod input data set that represents current conditions. This data set will be available to future users who want to investigate the impact of new water rights or operations on the basin by executing paired Statemod runs representing conditions before and after the contemplated change. Assumption: A baseline data set for the Phase II model will already be available. This task involves updating those data sets with the aggregated nodes and modifying components of the Phase II model data set which have changed in the course of developing the Phase III model. It is expected that no new operational or administrative changes will need to be addressed in the Yampa basin. Approach: 1, Boyle: Identify Phase II components that should be updated because of recent changes in operations or water right administration, and propose new configurations for the affected rights andlor operating rules. It is expected that there will be no such changes in the Yampa basin. The State will as needed, advise Boyle regarding State's preferences for implementing changes to the Phase II baseline data set to reflect recent decrees, judgements, or agreements, 2, Boyle: Prepare a complete set of Statemod input files that can be used to simulate current administration, operations, and demands under the historical hydrologic conditions for 1975 through 199L 3, Boyle: Update Phase II documentation of the baseline data set for any changes to the explicitly operating structures, If Phase III baseline data operation of the explicitly operated structures is not changed from Phase II, the State will be notified of this and there will be no further formal documentation of the baseline scenario data set. Deliverables: L Memo describing modifications made to Phase II baseline scenario, 2, Updated Statemod input files reflecting revised baseline scenario. 3, If appropriate, updated documentation of baseline data set. Task 3.16 Documentation Objective: Prepare a final engineering report in hard copy, which, when approved, will be loaded onto the CRDSS system for on-line access. Assumption: 1039 The final engineering report will use as a base the Task Memoranda submitted under earlier tasks. On-line presentation of engineering notes is not required, It is assumed that the Phase II data preparation chapters will be left intact and supplemented with documentation of the Phase III aggregation concept.
