A memorandum documenting the calibration process and results, <br /> <br />Task 3.15 Prepare Baseline Data Set <br /> <br />Objective: Develop a Statemod input data set that represents current conditions. This data set will <br />be available to future users who want to investigate the impact of new water rights or <br />operations on the basin by executing paired Statemod runs representing conditions <br />before and after the contemplated change. <br /> <br />Assumption: A baseline data set for the Phase II model will already be available. This task involves <br />updating those data sets with the aggregated nodes and modifying components of the <br />Phase II model data set which have changed in the course of developing the Phase III <br />model. It is expected that no new operational or administrative changes will need to <br />be addressed in the Yampa basin. <br /> <br />Approach: <br />1, Boyle: Identify Phase II components that should be updated because of recent changes in <br />operations or water right administration, and propose new configurations for the affected <br />rights andlor operating rules. It is expected that there will be no such changes in the Yampa <br />basin. The State will as needed, advise Boyle regarding State's preferences for <br />implementing changes to the Phase II baseline data set to reflect recent decrees, judgements, <br />or agreements, <br />2, Boyle: Prepare a complete set of Statemod input files that can be used to simulate current <br />administration, operations, and demands under the historical hydrologic conditions for 1975 <br />through 199L <br />3, Boyle: Update Phase II documentation of the baseline data set for any changes to the <br />explicitly operating structures, If Phase III baseline data operation of the explicitly operated <br />structures is not changed from Phase II, the State will be notified of this and there will be <br />no further formal documentation of the baseline scenario data set. <br /> <br />Deliverables: <br />L Memo describing modifications made to Phase II baseline scenario, <br />2, Updated Statemod input files reflecting revised baseline scenario. <br />3, If appropriate, updated documentation of baseline data set. <br /> <br />Task 3.16 <br /> <br />Documentation <br /> <br />Objective: <br /> <br />Prepare a final engineering report in hard copy, which, when approved, will be loaded <br />onto the CRDSS system for on-line access. <br /> <br />Assumption: <br /> <br />1039 <br /> <br />The final engineering report will use as a base the Task Memoranda submitted under <br />earlier tasks. On-line presentation of engineering notes is not required, It is assumed <br />that the Phase II data preparation chapters will be left intact and supplemented with <br />documentation of the Phase III aggregation concept.
