<br />Assumption: Instream flow rights on the mainstem and tributaries explicitly modeled in Phase II <br />will have already been included in the Phase II modeL This task pertains to instream <br />flow rights on tributaries which have been introduced into the model during Phase III. <br /> <br />Approach: <br /> <br />1. Boyle: Identify all new tributaries that have been added to the model under Task 3,04, <br />Review the CWCB instream flow listing to determine whether instream flow rights exist on <br />these tributaries. It is anticipated that approximately 5 new instream flow water rights would <br />be added to the model under this task. <br />2, Boyle: Manually edit the Phase II .ifr and .ifs files to reflect additional instream flow rights. <br />3. Boyle: Prepare a brief Task Memorandum describing how the newly added instream flow <br />water rights are represented in the model. It is expected to be 1 or 2 pages in length, The <br />State will provide written comments within two weeks of receipt. Boyle will finalize the <br />memo within two weeks of receiving the State's comments. <br /> <br />Deliverables: <br />1. List of instream rights to be added to Phase II model. <br />2. Modified Statemod input files to reflect new instream flows. <br />3. Task memorandum. <br /> <br />Task 3.13 Generate Basetlows <br /> <br />Objective: Generate streamflow time series for the baseflow nodes, The resulting data represent <br />the hydrologic condition upon which water demand is imposed when the model is <br />executed. <br /> <br />Assumption: Most aggregated structures will be imposed on the eXlstmg baseflow network; <br />however, it is estimated that a 10 percent increase in the number of baseflow nodes <br />may be required. If more than the 10 percent increase in baseflow nodes is required <br />resulting in more than the budgeted hours of labor for this subtask, the additional <br />baseflow nodes will be considered out of scope. <br /> <br />Approach: <br />1, Boyle: Delineate tributary area for each new baseflow node and transfer that to an average <br />precipitation isohyetal map, Planimeter the precipitation zones and determine precipitation <br />weighted area for the tributary. <br />2, Boyle: For each new baseflow node being added to the rietwork, check to see if a <br />significant stream flow gage (5 years within the study period) exists within the tributary <br />area.
