1046

3. Boyle: Run demandts in "crop' mode to get the crop mix (.CDs) for each structure, It will
be the State's responsibility to supply County/HUC infonnation at each structure.
4. Boyle: Execute the CU model using the temporary .dds file from Task 3.09.2 and the crop
mix detennined in Task 3.09.2 to estimate consumptive use for every structure tied to an
irrigated parcel.
5. Boyle: Execute demandts to:
· calculate diversion demand for original structures represented through aggregation,
using the irrigation efficiencies calculated in Task 3,08
· aggregate the demand time series for aggregated structures
· create ,ddh and ,ddm files.
6. Boyle: Prepare a Task Memorandum summarizing process and results. Within two weeks
of receiving a draft memo, the State will provide written comments on it. Boyle will
finalize the memo within two weeks of receiving comments.

Deliverables:
1. A list of aggregated structures and their associated County/HUC for structures tied to
irrigated lands in the Yampa River Basin.
2. A interim .dds file containing all structures that are tied to irrigated parcels,
3. A .CDs file that includes crop patterns for all structures tied to irrigated parcels.
4, A .dds file that incorporates basin wide efficiency values for aggregated structures,
5. Demand files (.ddh and .ddm) reflecting aggregated structures,
6, A memo describing the process and results of calculating demands for each of the
aggregated structures.

Task 3.10 Aggregate Municipal and Industrial Use

Objective:

Aggregate municipal and industrial uses not explicitly modeled in Phase II to simulate
their depletive effects in the basin,

Assumptions: Basis for estimating basinwide M&I use is the Phase II Consumptive Use model and
database for "Other Uses'.

M&I uses are modeled as depletions rather than diversions with return flows,

Data handling tools (e,g, spreadsheets, utilities, etc.) developed by RTI for use in
aggregating municipal and industrial uses for the Yampa River WRPM enhancement
will be available to Boyle.

Approach:
I, Boyle: Identify snowmaking facilities and their demands not modeled in Phase II. It is
expected that there will be no such demands in the Yampa basin; however, if present, these
diversions and their water rights will be modeled explicitly. Diversion records will be used
if obtainable; after one or, two phone calls;, otherwise" diversions will be estimated from
Phase II snowmaking diversions 'prorated'for the amount of snowmaking acreage claimed

Phase IlIa Scope of Services

A-34

June 12, 1996
