Approach:
1. STATE: Consult with Division engineers and State personnel to determine changes in water
right administration or operational procedures since the Phase II modeling effort, Develop
modifications to the Phase II assumptions and explain those in a brief memo, ,
2. RTIWR: Modify the Phase II STATEMOD input files to reflect the Phase II assumptions
in operational procedure,
3, Update the Phase II documentation of the baseline data set for any changes to the explicitly
operating structures, If Phase III baseline data operation of the explicitly operated structures
is not changed from Phase II, the State will be notified of this and there will be no further
formal documentation of the baseline scenario data set.

Deliverables:
L Memo describing modifications made to Phase II baseline scenario,
2. Updated Statemod input files reflecting revised baseline scenario.
3, If appropriate, updated documentation of baseline data set.

Subtask 2.16

Prepare Final Documentation

Objective:

Prepare a final engineering report in hard copy, which, when approved will be loaded
onto the CRDSS system for on-line access,

Assumptions:

The formal and final engineering report will use as a base the draft chapters prepared
by the State for the data preparation subtasks, It is assumed that the Phase II data
preparation chapters will be left intact and supplemented by the Phase III aggregation
concept. The calibration section of the final report will involve the full replacement
of the associated sections in the Phase II reports with Phase III methodology and
results, No on-line presentation of engineering notes is required. On-line presentation
of the formal engineering report will not be required until that written product is
approved by the State,

1057

For the White River Basin, prepare the final documentation, As the activities for each
subtask are performed, a written draft chapter describing the process and results will
be prepared by the consultant and submitted to the State, Significant Irevisions to the
process of the subtask will cause a regeneration of the written draft chapters and
resubmittal to the State,

It is assumed that all word processing required to generate the final report will be
accomplished at and by the State except for the calibration graphics and tables which
will be the responsibility of the consultant.

Approach:
I. State: Prepare a draft Engineering report to the State, following the same organization that
was used for the Phase II Engineering Reports:
I. Executive Summary
II.
