1067

/(:1;~z<>>

f(A is

Subtask 2.04 Add aggregated irrigation structures to network

Objective:

Incorporate the aggregated groups of irrigation structures defined in subtask 2,03 into
the Phase III model network.

Approach:
1. RTIWR: ModifY the ,net fIle to include the aggregated nodes and structures, Typicallv the
a gregated structure location will be below the base flow node.
2. RTIWR: Run makenet to generate a model network mcludin line dia ra with
aggregated structures, Makenet should include the name of the aggregated structure in the
. rin file,

'7
.

Deliverables:
1. A model network Cnet and .rin) file which has incorporated aggregated irrigation structures
(id and name),
2. An 11 by 17 inch line diagram of the new model network.

Subtask 2.05

Define Water Right Classes

tf 7:; -:; /peD

Objective:

Define approximately 10 water administration classes to be used to model the
aggregated irrigation and reservoir groups in the White River Basin,

Approach:
1. STATE: Use watright to generate listing of net absolute water rights in a basin, use
Statemod to generate list of structures modeled in Phase II, and use ARCVIEW to generate
list of structures tied to irrigated lands. Import these files to a spreadsheet and generate the
a plot of the cumulative net decreed amounts vs. administration number for:
. all absolute water rights
. absolute water rights explicitly modeled in Phase II model
. absolute water rights tied to a polygon to be included in the aggregation,
One plot will be generated with all three data series on it, showing net cumulative decreed
amounts vs, administration number.
2. STATE: Divide the water right administration number domain into approximately 10
classes, considering the following criteria:
· priority of key calling rights '7
· common sources of protection -- ~
· generally equal distribution of the total decreed amount among classes
The Division office should be solicited for input regarding the first two criteria; the plots
developed in Task 2,05.1 will support decisions based on the third criterion, RTI will
provide input into this process,
3. STATE: Prepare a Draft Task Memorandum describing the process and results of the
determination of the water right classes. The memo is expected to be approximately 3 to
5 pages, including the cumulative water right plot. A table should be included tabulating the
structures represented by each aggregation, organized as follows:

Phase IlIa Scope of Services

A-13

June 12, 1996
