The attached paper describes the <br />proposed process by which this policy will be developed. <br /> <br />The process will include a discussion at the May Commission meeting. A draft policy will be presented <br />at the September meeting and a final policy will be approved at the November Commission meeting. <br />Public input will be obtained throughout the entire process and a "stakeholders" committee will be <br />established. This committee will serve to provide input to the Division in development of the <br />recommended policy.
