<br />00:758 <br /> <br />TOPICS ADDRESSED <br />IN THE PLAN <br /> <br />This plan dermes and addresses the issues identified by BLM, <br />other agencies, and the public. These issues, or topics, <br />addressed in this plan were refined and presented to the <br />public for comments. After comments were received, the <br />topics were again refined and finalized, then planning criteria <br />were developed for each topic. These topics were separated <br />into three categories and are defined as: <br /> <br />Issues with conflicts-topics are controversial and have <br />alternatives. <br /> <br />Important management concerns-topics that are either <br />controversial or have alternatives, but not both. <br /> <br />Other considerations-topics that are neither controversial <br />nor different between alternatives, but need to be addressed <br />in the planning analysis. <br /> <br />INTRODUCTION <br /> <br />Issues with conflicts and important management concerns <br />are summarized in Tables I-I and 1-2, <br /> <br />Details on planning criteria are in Appendix A. <br /> <br />Other Considerations <br /> <br />The following topics are neither controversial nor are they <br />expected to vary appreciably among ajternatives, <br /> <br />Noise Energy <br />Topography Water <br />Air Quality Withdrawals <br />Soils Vegetation <br />Transportation Waterpower/Storage <br /> <br />The criteria for these considerations are generic.
