<br />oil175s <br /> <br />PLANNING PROCESS <br />DESCRIPTION <br /> <br />Planning Process <br /> <br />The planning process for this RMP /EIS began in March <br />1986. During this process, Topics to be Addressed (consisting <br />of issues with con8ict, management concerns, and other <br />items to be considered) and Planning Criteria were identified. <br />These topics and criteria have been and will continue to <br />be addressed throughout development of all nine steps of <br />the plan. These steps are summarized in Figure 1-1. <br /> <br />Planning Schedule <br /> <br />The planning schedule, which will conclude with completion <br />of the approved resource management plan/record of <br />decision (ARMP/ROD) in late 1989, follows: <br /> <br />September IS, 1989 - Draft RMP/EIS mailed out to <br />public, placed in selected heraries, and sent to various BLM <br />offices. <br /> <br />September 29, 1989 - EPA publishes FR Notice and <br />the 9O-day public review period begins. <br /> <br />November I and 2, 1989 - Public hearings in Denver <br />and Alamosa. <br /> <br />December 26, 1989 - End 9O-day public comment <br />period. <br /> <br />June IS, 1990 - Proposed RMP/FEIS mailed out to <br />public. <br /> <br />June 29, 1990 - EPA publishes FR Notice and the 30- <br />day pubtic protest period begins. <br /> <br />July 30, 1990 - End 3lk1ay public protest period. <br /> <br />August 31, 1990 End Governor's consistency review <br />period. <br /> <br />October 8, 1990 - Approved RMP/ROD mailed out <br />to public and plan implementation begins. <br /> <br />INTRODUCfION <br /> <br />Implementation of the Plan <br /> <br />Implementation will begin when the plan is approved and <br />the record of decision is signed. This implementation will <br />be accomplished basically as described in the Colorado <br />Resource Management Plan User's Handbook, which was <br />completed in June 1986 and in the Canon City District <br />Plan ADP System, developed in June 1988. <br /> <br />During implementation of the plan, if any additional NEP A <br />documentation is required, environmental assessments (EAs) <br />will be prepared. EAs can vary from a simple statement <br />of conformance to the ARMP /ROD through use of <br />applicable parts of the routine EA handbook outline to full <br />use of the EA handbook outline. An EA is the document <br />showing NEP A compliance of a site-specific action, including <br />the record of decision. The amount of involvement, detail, <br />and outline used depends on the resulting significant impacts <br />of the action on the site-specific environmenllf oecessary, <br />plan amendments will be prepared to update the ARMP <br />before implementation of the site-specific action. <br /> <br />1-5 <br />
