<br />O}:i~5 <br /> <br />SUMMARY <br /> <br />The San Luis Resource Management Plan identifies the <br />direction for the proposed management of BlM lands for <br />the next IS to 20 yeaB within the Bureau of Land <br />Managemem San Luis Resource An~a. Located in south- <br />central Colorado. the San Luis Resource Area encompa.sses <br />520.677 acres of Fttteral surface estate and a total of 621,000 <br />acres of subsurface mineral estate within Alamosa. Conejos.. <br />Costilla. Rio Grande. and Saguache Coumies. These lands <br />are further described in Chapter 1. Planning Area Location. <br /> <br />Preparation of this resource management plan was guided <br />by BlM planning regulations is.<;ued under the authority <br />of the Federal Land Polit::y and Managemen.t Act (FLPMA) <br />of t 976. The plan focuses on 6 issues with conflicts, 14 <br />important management concerns, and II other consider- <br />ations and the decisions needed for resolution. Affected <br />Environment. <br /> <br />To assist decision-makers and the general public in choosing <br />appropriate solutions 10 topics addressed in this plan. fOUf <br />alternati\'es or management options are addressed: I) <br />Existing Management Alternative, 2) Natural Resource <br />Enhancement Alternative. 3) Resource Production <br />Enhancement Alternative. and 4 )Preferred Alternative. This <br />range of alternatives was limited to those considered to be <br />reasonable and those that could be implemenled for <br />management of BlM land over the next 15 to 20 years. <br />The principles of multiple use and sustained yield were <br />observed in alternative formulation. and environmental <br />values were protected to the extent required by applicable <br />laws., regulations. and policies. A more detailed description <br />of these alternative is in Chapter 3. <br /> <br />The management actions set forth in each of the alternatives <br />were analyzed for environmental consequences on 24 <br />resources and resource uses. The Preferred Alternative was <br />developed and analyzed to represent the best estimate of <br />an optimum multiple use mix of land management for 8LM <br />lands in the San Luis Resource Area. This ahernative <br />modifies and combines actions proposed in the other three <br />alternatives. The management and the resulting consequences <br />of these actions in all four alternatives are described in detail <br />in chapter 4.
