All ef the spills <br />except one would have occurred during the period 1907 to <br />1930, inclusive. During this 24-year period the spills <br />would hn.ve averaged ll.6,oOO acre-feet per annum. In several <br />years the spills would have nmounted to over 200,000 acre- <br />feet and in two yenrs they would ~~ve exceedod 300,000 acre- <br />feet. <br /> <br />" <br /> <br />The ~uestion has been asked, would it not be practicable to <br />increase the use of ~Tater to oliminnte the spills? For <br />example, could not the draft during a 24-year period such <br />as 1907 to 1930 be increased to around 800,000 acre-feet? <br />Storage capacity of about 1,500,000 acre-feet would be re- <br />~uired to regulate the water supply in such a way as. to <br />make it all usable in e~uc.l annunl amounts. The provision <br />of such capacity would not be econo~ical. However, with <br />the project as proposed, the annual draft during such a <br />period as 1907 to 1930 could be materially greater than <br />670.000 ncre-feet. However, if the use of water were in- <br />creased materinlly during "uc~~eriod, a development would <br />be created for which there would be no water during such <br />periods as 1896 to 1904, rotd 1930 to 1939. The operation <br />of the reservoir in this mannor, using the water which <br />otherwise would spill for the irrigation of land and the <br />raising of crops, would make for unsound development. <br />Therefore. it appears that if the draft between Del Norte <br />and Alamosa is limited to 670,000 acre-feet per year, the <br />project will result in the placing of the entire develop- <br />ment along the Rio Grande on a very sound basis, so far <br />as water supply is concerned. <br /> <br />" <br /> <br />o <br /> <br />The ~uestion has been asked - whl'1.t does the providing of <br />670,000 acre-feet of water per annum for div8rsion mean? <br />Does. it mean only regulating the water which is being <br />used at the present time or does it mean making available <br />"ne>, water," and if so, how much "ne~r water?" <br /> <br />, <br /> <br />Under the proposed plan, diversions from Del Norte to <br />Alamosa for such a period as 1915 to 1938 will be in- <br />creased by an average of 131,000 acre-feet per annum. <br />For such a period. as 1928 to 1938, diversions will be In- <br /> <br />1773 <br />
