This analysis should include alternative means of <br />.complying with the salinity standards and their potential efTect on the water allocations <br />of the basin states. <br /> <br />Response <br /> <br />Complied. Subsequent to the OMB request, an informal response was made to the <br />OMB Examiner in the process of responding to all passback infor.nation requests. <br />Based on those discussions. .the Bureau of Reclamation concluded :.bat OMB's request <br />had been fulfilled. However, we intend to contact OMB to verify that this is tbe case. <br /> <br />Recommendation No.3 <br /> <br />Discontinue further efTort on the eight investigations of projects to control natural salt <br />sources in any state which does not agree to issue water use permits for such projects. <br /> <br />Response <br /> <br />. <br />~-- ,~ <br />-- -':) <br /> <br />Do not concur. Our objective is to encourage the States to cooperate in salinity <br />projects. therefore stopping the investigation is not a reasonable soiution. If water rights <br />were an issue on a viable option. we would then direct our energies toward facilitating <br />solutions to problems consistent with the philosophy of state primacy on water rights. <br /> <br />Reclamation has only two active investigations in the salinity control program for fiscal <br />year 1989: (1) San Juan River Unit and (2) Price-San Rafael Ri\'el'S Unit. These <br />~emaining investigations do not currently have water rights permit problems. . <br /> <br />Recommendation No.4 <br /> <br />Establish policies and procedures covering work initiated on private irrigation facilities <br />to eliminate the approval of features not essential to the accomplishment of salinity <br />reduction. <br /> <br />Response <br /> <br />Concur. We agree that written policies and procedures are needed.
