At a <br />minimum, Reclamation should address the inability of the desalting plant to meet <br />program objectives, Reclamation's inability to replace desalting plant waste water, and <br />the substantial increases in projected operating and investment costs. <br /> <br />Response <br /> <br />Complied. We believe tbat tbe program will meet its intended objectives, and will <br />comply with the provisions of Title I and II of the Colorado River Basin Salinity Control <br />Act. We fully agree witb keeping tbe Congress informed. In fact, we believe that is <br />being done tbrough the budget process and various reportS, such as the report entitled <br />Ouality of Water. Colorado River Basin. Progress Report No. 14. dated March 1989. <br />Authorizing legislation directs the Secretary of the Interior, commencing on January l. <br />1975, and every 2 years thereafter, to submit simultaneously to the President, the <br />Congress, and the Advisory Council, a report on tbe Colorado River Salinity Control <br />Program; and we are strictly complying witb that directive. <br /> <br />Congress realized that the program would be long and inflation could be a factor, The <br />authorizing legislation contains language to address cost increases. Total project costs <br />are within 5 percent of the appropriation ceiling. <br /> <br />21 <br />
