Another million and a half <br /> <br />dollars has been expended for the same purpose by the state government <br /> <br />and local agencies. The project is now in the construction status. <br /> <br />Repayment contracts have been executed and over 2,000 acres of project <br /> <br />lands have already been purchased. <br /> <br />In 1977, a Presidential review panel raised questions concerning <br /> <br />the safety ,of the proposed structure. At the request of both the <br /> <br />Governor of the State of Colorado and the Commissioner of Reclamation, I <br /> <br />a further,review of the safety question was undertaken. An independent <br /> <br />panel of ,leading experts throughout the United States was appointed <br /> <br />, by the Bureau of Reclamation in consultation with the State of Colorado. <br /> <br />That panel has now concluded its investigations and one of the conc1u- <br /> <br />sions reached is stated as follows: <br /> <br />"With full attention to details of design and construction <br /> <br />along all individual reaches of the darn, together with judicious <br /> <br />consideration of possible improvements in design and construction <br /> <br />materials ,outlined in this report, we foresee no reason why a <br /> <br />safe dam could not be constructed at the Narrows site.
