<br />(\ , - , c n <br />li~(o;h <br /> <br />(Hammond Area), and Uinta Basin. The EPA review of the uinta Basin <br />Unit Expansion draft EIS resulted in a rating of "inadequate." EPA <br />4It provided comments to the SCS. <br /> <br />EPA Region IX provided funds to the United States Geological <br />Survey (USGS) to prepare a report on the ground-water contamination <br />and the potential impact on Colorado River salinity from <br />information gathered to date in the Aneth Area of southeastern <br />Utah. Two meetings of the Aneth Field Technical Committee, which <br />includes a Forum representative, to help coordinate activities in <br />the Aneth Area were held during the reporting period. <br /> <br />EPA continued its coordination efforts with SCS and FWS to <br />address concerns with the replacement of fish and wildlife values <br />foregone associated with the onfarm salinity program. Comments <br />have been provided to SCS on its revised version of the Wetland <br />Evaluation Procedures Worksheet, on Habitat Evaluation Procedure <br />(HEP) models for individual salinity control units, and on the <br />draft wetland monitoring and reporting guidance document. EPA <br />continues to express its concern that voluntary replacement of <br />wetland losses appears to be, in general, "out of kind" and that <br />voluntary replacement, at least on the uinta Basin Unit, is lagging <br />substantially behind the losses. <br /> <br />. <br /> <br />EPA continues to assist the Basin states as they implement <br />EPA-approved nonpoint source management programs under Clean Water <br />Act Section 319. As of this reporting period, there appears to be <br />a relatively minor amount of funding for Colorado River salinity <br />control. However, EPA Region IX has provided section 319 funds to <br />Las vegas Wash project in Nevada. The project will assess the <br />sources of salt (and other parameters) and develop a plan to <br />control the sources. <br /> <br />EPA supports the need for salinity control on rangelands and <br />the interagency effort in Utah to determine the rangeland watershed <br />priorities for treatment. EPA is participating with the Forum and <br />the involved agencies to help expand this process to other states. <br /> <br />STATE SALINITY CONTROL ACTIVITIES <br /> <br />. <br /> <br />Important components of the plan of implementation for <br />salinity control are the Basin states' activities associated with <br />the control of total dissolved solids through the, NPDES Permit <br />program, NPS Management Plans under Section 319, and the water <br />quality management plans. The delegation authority for the permit <br />program and a summary of water quality management planning are <br />presented in the 1990 Review. Only those actions that have taken <br />place since the 1990 Review will be identified. The State of <br />California re-adopted the "1990 Review-Water Quality Standards for Salinity - <br />Colorado River System," Arizona had adopted the numeric criteria in 1976 <br />and the criteria and locations as set forth in 1987 Review have not <br />changed. Arizona will adopt the reference to implement the 1990 <br />Review.
