<br />February 5, 1971 <br /> <br />000533 <br /> <br />II. <br /> <br />AUTHORITY <br /> <br />The basic authority for developing a Western U.S. Water Plan is <br /> <br />contained in P.L. 90-537, approved September 30, 1968, and titled <br /> <br />"Colorado River Basin Project Act." Titles land II are quoted <br /> <br />as follows: <br /> <br />TITLE I-COLOHADO RIVER BASIN l'RO.JEC'T: <br />OI\.JECTIVES <br /> <br />SEC. 101. That this .\d may he cited as the "Colorado River Hasin <br />Project Act". <br />SEC. 102. (n) It 15 the object of thIS Act to provide a, program for <br />the' further comprelllmsi\'l' development of the wate.r resources of the <br />('olorndo River Basln and for the provision of additional and adequate <br />water supplies for use ill Iht' upper a8 well as in the lower Colorado <br />Hirer Basm. This program is declared to be for the purposes, among <br />otlH~rs,.of rt>gu)atiug the flo"v of the Colorado River; controlling <br />floods; improving navigation; pn)\'iding lor the storage and delivery <br />of the waters of the Colorado River for reclamation of lands, including <br />. suppl,emental W:lter supplies, and for municipal, indugtrial, and other <br />heneficial purposes; improving water qualit.y; providing for basic pub. <br />lic outdoor re.creation facilitIes j improving conditions for fish and <br />wildlife, and t.he generat.ion and sale of elect,rica.l power as an incident <br />of the foregoing l'urposes. . ' <br />(b) It is the policy of the Conwess that the Secretary of the Interior <br />(hereinafter referred to as the' Secretary") shall continue to,Q.evelop, <br />after consultation with affected States and appropriate Federal <br />agencies, a regional water plan, cOIlsistent with the provisions of this <br />Act and with future authorizntions, to serve as the framework under <br />which projects in the CQlorado River .Basin may he coordinated and <br />eonstructed with pro-per timing to the end that an adequate supply of <br />wat~r may be made l\vai1~ble for such projects, whether he:etofore, <br />herem, Or hereafter authorJzed. ' <br /> <br />TITLE II~INVESTIGATIONS AND PLANNING <br /> <br />SEC. 201. Pursuant to the authority set out in the Reclamation Act <br />of June 17, 1902, 32 Stat. 388, and Acts amendatory thereof or supple- <br />mentary thereto, and the provisions of the Water Resources Planning <br />Act of July 22, 1965, 79 Stat. 244, ae amended, with respect to the <br />coordination of studies, investigations Rnd assessments, the Secretary <br />of the Interior shall conduct full and complete reconnaissance invesh- <br />O'fltions for the purpose of developing- It g-enernl plan to meet the <br />future water needs of the Weslern United States. Such investigations <br />shall include the long-range water supply available and the Jong.rnnge <br />water requirements in each water resource r-e~ion of the We..~ern <br />United States. Progress reports in connection with these investiga- <br />tions slll\ll be submittpd to the President, the National Water Commis- <br />sion (while it is in existence), the Water Resources Coune-il, and to <br />the Congress every two years.
