We are asking that a draft of this <br />information be submitted by March 1, 1971, so that it may be incor- <br />porated in the Progress Report. The Progress Report draft will. be <br />transmitted with the Plan of Study draft for official review on <br />April 1, 1971. <br /> <br />Additional inputs are needed in certain sections of the Plan of <br />Study. Agency Work Assignments, Section IX, will be supplemented <br />by additional agency work items as they are provided. This section <br />has been recast so that it can present the work items that. will be <br />undertaken by each State and Federal agency. Understandably, many <br />portions of this section are incomplete. Initial draft material is <br />included for several Federal agencies. It is important that these <br />be reviewed and the remaining agencies and States provide written <br />input f.or this section by March 5, 1971. <br /> <br />Exhibits have been revised to reflect comments of the Ad Hoc <br />Committee and to incorporate results from the initial meeting of <br />the Advisory Group. You will note the outlines for the 1973, 1975, <br />and 1977 reports are not included with this draft. They are being <br />reworked on the basis of comments received to date. <br /> <br />We have received diagrams showing lines of responsibility and com- <br />munications within the organization from several of the agencies. <br />Copies of these are contained in Enclosure No.2. Using these as <br />guides only, we would like the remaining agencies to provide <br />similar information on a chart by March 5, 1971. <br /> <br />The Management Group will assume responsibility for preparing <br />detailed study procedures and a glossary for the study. <br /> <br />Through conscientious efforts and hard work a very thorough Plan <br />of Study is taking shape. Each of you is to be commended for your <br />contribution toward this end. We realize that many things remain <br />to be done between now and April 1, 1971, but a continuation in the <br />future of the excellent efforts put forth thus far will give <br />assurance that the deadline will be met.
