S. Water Plan <br /> <br />Subject: Review of February 5, 1971 Draft - Plan of Study - <br />Western U. S. Water Plan <br /> <br />Enclosed for your review are copies of the February 5 draft of the <br />Plan of Study. This draft is the result of review and comment on <br />the initial December 22, 1970 draft and extensive discussions with <br />members of the Ad Hoc Committee during the week of January 18, 1971. <br />Although still incomplete, we believe it represents a much improved <br />document, primarily due to the suggestions and inputs by many of <br />the Ad Hoc Connnittee members. <br /> <br />Your written comments and further advice on this document are <br />requested by March 5, 1971. As many of you know, a meeting of the <br />Ad Hoc Committee has been scheduled for Tuesday, February 23, 1971, <br />to discuss input data. <br /> <br />The section h~adings for the Plan of Study have been revised to more <br />accurately reflect the data they contain. They are: I. Introduction; <br />II. Authority; III. Study Objectives; IV. Scope; V. Planning <br />Concepts and Ground Rules; VI. Organization, Coordination and <br />Management; VII. Public Participation; VIII. Study Elements and Work <br />Sequence; IX. Agency Work Assignments; and X. Estimated Costs and <br />Funding. <br /> <br />Several points were agreed to at the meetings held during the week of <br />January 18. <br /> <br />Completion of p,ojections has been rescheduled to conform with the <br />discussions held at the January Ad Hoc Connnittee meeting. The <br />sequence diagrams and corresponding sections of the Plan of Study <br />noW reflect the chronology agreed to by the Ad Hoc Committee. . <br /> <br />As agreed, a draft of the 1971 Progress Report, being developed by <br />the Bureau of Reclamation, will include material on "The West Today" <br />and it no longer will be a part of the Plan of Study.
