<br />Reach) <br /> <br />300 cfs and 600 cfs is required in the Gunnison below Redlands to assure <br />fish passage to the ladder. <br /> <br />2. <br /> <br />An Aspinall water service contract is currently under negotiation to assure <br />300 cfs below Redlands during July through October, The contract would <br />be between USBR, USF&WS, and State. The major issue is protection for <br />Gunnison Basin water users during times of contract releases (see B2d <br />below). Reclamation is currently looking at language that would protect <br />Gunnison mainstem water users which are downstream and senior to Blue <br />Mesa during times of contract releases. This language may be adequate to <br />protect against calls from those rights during periods when contract releases <br />are made. We do not expect Reclamation's response to this language until <br />the next negotiating session on November 30, 1994. A favorable response <br />from Reclamation could mean an Environmental Assessment rather than an <br />Environmental Impact Statement for the interim contract. The CRWCD, <br />UGRWCD, UVWUA, Redlands W&P, and City of Grand Junction are <br />providing input to the State on the contract. <br />J \Q'1';'j <br />la' <br />A 5-year test flow program under the Recovery Program was started at <br />Aspinall in 1992. The test flow studies will evaluate: <br /> <br />a. Distribution and abundance of various life stages, <br /> <br />b. Effects of flow on various fish habitats; <br /> <br />c. Study reaches are: <br /> <br />(i) Delta to Grand Junction <br />(ii) Colorado Mainstem below Gunnison Confluence (l8-Mile <br /> <br />d. <br /> <br />Necessity for Bureau of Reclamation to call its Aspinall water rights. <br />Presently, Reclamation will provide 6 month prior notice to actually <br />placing a call under the Aspinall rights. The call would be triggered <br />by the agreements between Reclamation, NPS and USF&WS to <br />protect flows past the Gunnison Tunnel and Redlands Diversion <br />which would then result in the Division Engineer having to put the <br />Gunnison mainstem under strict administration. If Reclamation and <br />US Fish and Wildlife enter into a contract that delivers water past <br />the Gunnison Tunnel and Redlands it could result in calls against <br />water users above the Gunnison Tunnel which have not occurred <br />since Blue Mesa was constructed in 1965, This has water users and <br />environmental interests at odds with each other. <br /> <br />" <br /> <br />4 <br /> <br />000841 <br />
