Paps. <br />872, 873. <br /> <br />Article 18 of the Peace Treaty signed by Finland and the Russian Socialist <br />Federal Soviet Jepublio, on October 14, 1920, stipulated. <br /> <br />liThe level of the water of the Lake of Ladoga, <br />shall not be altered without previous agreement be- <br />tween Finland' and Russia". 3 League of Nations, <br />Treaty Series, pp. 65, 70. <br /> <br />The Treaty of Peaoe between Poland, Russia and the Ukraine, signed at Riga <br />on March 18, 1921, contained the prevision in Annex 5, par. 3, that -- <br /> <br />"Without the speoial oonsent of the other <br />Party, it shall not be lawful for either Con_ <br />tracting Party to undertake works on the banks <br />or in the neighborhood of the river, or to set <br />up hydraulio plant ( s) as a result of which the <br />waterways in the territ"ry of the other Contraot- <br />ing Party might be deteriorated.
