Clearly define in agreements the responsibilities of <br />the Forest Service and the State for performing work on <br />National Forest System lands. <br /> <br />Identify abandoned mined land reclamation opportunities' <br />within the Watershed Improvement Needs inventory (FSH <br />2509.15). Exercise available funding options under author- <br />ity of the Surface Mining Control and Reclamation Act, the <br />Clean Water Act, and other appropriate authorities, before <br />expending watershed improvement funds for reclaiming aban- <br />doned mined land. <br /> <br />2522.2 - Watershed 1m rovement planning. Identify prob- <br />lems, determine cause and effect, ana yze alternatives <br />through effectiveness analyses, and coordinate resource <br />areas when developing prescriptions to improve watershed <br />condi :on.
