TITLE 2500 - WATERSHED MANAGEMENT

2501 - AUTHORITY, Authorities for watershed management on
National Forest System lands are contained in laws, Exec-
utive orders, and administrative regulations.

2501.1 - Laws. A number of Federal laws direct or autho-
rize watershed management on lands of the National Forest
System (FSM 1021,2), Some of these laws provide broad
authority, Others deal with more narrow and specific
watershed management activities.

Legislation that pertains particularly to various watershed
management functions on National Forest System lands is
cited unaer authorities in pertinent chapters of this title.
Other legislation is cited below:

1. Or anic Administration Act of June 4, 1897, as
Amended. 16 U,S.C. 475. This act contains the initial,
basic authority of watershed management on National Forest
lands. The purpose for the establishment of National
Forests, as stated in the act, includes securing favorable
conditions of waterflows,

2. Weeks Act of March 1, 1911, as Amended. (16 U,S.C.
480, 500, 513-19, 521, 552, 563). This act directs the
Secretary of AgricUlture to recommend for purchase such
forested, cutover, or denuded lands within the watersheds
of navigable streams as may be necessary to regulate the
flow of navigable streams.

3, Federal Power Act of June 10, 1920, as Amended.
(41 Stat. 1063; 16 U,S,C, 776-779, 802, 817, 818), This
act empowers the Federal Power Commission (now the Federal
Energy Regulatory Commission) to issue licenses for con-
struct~ng, operating, and maintaining various project works
for the development, transmission, and use of power
involving any water bodies over Which the Congress has
jurisdiction (FSM 2770,1).
