A number of Federal laws direct or autho- <br />rize watershed management on lands of the National Forest <br />System (FSM 1021,2), Some of these laws provide broad <br />authority, Others deal with more narrow and specific <br />watershed management activities. <br /> <br />Legislation that pertains particularly to various watershed <br />management functions on National Forest System lands is <br />cited unaer authorities in pertinent chapters of this title. <br />Other legislation is cited below: <br /> <br />1. Or anic Administration Act of June 4, 1897, as <br />Amended. 16 U,S.C. 475. This act contains the initial, <br />basic authority of watershed management on National Forest <br />lands. The purpose for the establishment of National <br />Forests, as stated in the act, includes securing favorable <br />conditions of waterflows, <br /> <br />See FSM 2541.01 for reference to this act as it deals with <br />water r~ghts. <br /> <br />2. Weeks Act of March 1, 1911, as Amended. (16 U,S.C. <br />480, 500, 513-19, 521, 552, 563). This act directs the <br />Secretary of AgricUlture to recommend for purchase such <br />forested, cutover, or denuded lands within the watersheds <br />of navigable streams as may be necessary to regulate the <br />flow of navigable streams. <br /> <br />3, Federal Power Act of June 10, 1920, as Amended. <br />(41 Stat. 1063; 16 U,S,C, 776-779, 802, 817, 818), This <br />act empowers the Federal Power Commission (now the Federal <br />Energy Regulatory Commission) to issue licenses for con- <br />struct~ng, operating, and maintaining various project works <br />for the development, transmission, and use of power <br />involving any water bodies over Which the Congress has <br />jurisdiction (FSM 2770,1). <br /> <br />*-FSM 12/85 AMEND 46-* <br />
