001233

CRDSS GOALS:

. A computer based system of accurate databases and analytical tools (including
models) that will allow the user to simulate potential decision and policies and
examine potential consequences related to
1, Colorado River Interstate Compact Policy,
2, Colorado Water Resource Planning (Le, new projects, water
exchanges, endangered fish flows, Compact calls, minimum flows,
operating plans),
3, Factors influencing the accuracy of the USBR's Consumptive Uses
and Losses,
4, Colorado Water Rights Administration (alternative strategies of
allocation to enable the maximum use of available resource),
. Ability to accurately represent current and future federal and State administrative
policies and laws,
. Functional, documented system that can be maintained and upgraded by the State,

MANAGEMENT OBJECTIVES:

.

Avoid duplication of effort among Project team or with outside parties,
Minimize research and playing - maximize use of existing tools and data,
Consistency with State database development efforts,
Building support and realistic expectations for the system,
Definition of realistic types and limits ofCRDSS data, and realistic extent of ;
modeling efforts,
Frequent refinement of development plan based on available information,
Coordination with USBR on development of new "Big River Model",

.

.

.

.

.

.

PROJECT DEVELOPMENT SCHEDULE:

January - April, 1994

Discovery and evaluation of data availability, models,
interfaces, and database designs leading up to the refinement
of a detailed work plan for the remainder of the first two
Project years,

May - December, 1994

Development of detailed database design with flexibility to
incorporate additional types and amounts of data,
Development of a prototype system demonstrating "proof
of concept" for the following models (and associated
databases ):
. USBR's "Big River Model"
. Water Rights Planning Model
. Consumptive Use Model

3
