<br />SOME mSTORY
<br />
<br />In June, 1991, representatives of the seven Colorado River basin States met to discuss a
<br />variety of issues including California's consumption of Colorado River water, the drought
<br />in California, California population, Central Arizona Project, Nevada demands, Annual
<br />Operating Plans and Surpluses, Exports, Long Rang Operating Criteria, EIS for Glen
<br />Canyon Dam, Endangered Species Act, and Clean Water Act. This and other meetings
<br />between the States indicated that Colorado's rights to water from the Colorado River are
<br />being threatened by forces outside of Colorado, "To effectively participate in addressing
<br />these issues, Colorado needs a comprehensive decision support system that will provide
<br />Colorado Agencies and water users a better method of organizing, accessing and
<br />evaluating a wide range of basic information so that informed decisions can be made, "

<br />The Governor's executive order of May, 1992 established the Colorado River Policy
<br />Advisory Council and associated Decision Support System Advisory Committee to
<br />address Colorado River matters,
<br />
<br />Fiscal year 1992 funding related to Colorado River Decision Support System of $362,000
<br />was allocated $100,000 for CWCB FTE, $152,000 for SEO FTEs and $110,000 for
<br />ccmputer hardware and software for the SEO,
<br />
<br />In July, 1992, proposals were solicited to establish the needs and evaluate the feasibility
<br />for developing a computer based Colorado River Decision Support System, This project
<br />was awarded to the Dames and Moore/CADSWES team, The Feasibility Study was
<br />completed in January, 1993,
<br />
<br />In July, 1992 requests for proposals were sent to consultants, Following briefings on
<br />various existing models that may be related to CRDSS development, proposals were due
<br />on August 13, Oral interviews with three consultant teams were held August 25, 1993,
<br />The Riverside Technology, inc, team was selected,
<br />
<br />Also in July, resumes were solicited for the position of the State's CRDSS Project
<br />Manager, Interviews were held on August 19, 1993 and the selection of Ross Bethel was
<br />made on August 23rd,
<br />
<br />Extensive negotiations of the consultant team's scope of work occurred between the
<br />consultant team and State representatives from mid-September 1993 to mid November,
<br />1993, The consultant contract was fully executed on January 10, 1994,
