Colorado River Interstate Compact Policy, <br />2, Colorado Water Resource Planning (i,e, new projects, water <br />exchanges, endangered fish flows, Compact calls, minimum flows, <br />operating plans), <br />3, Factors influencing and accuracy ofUSBR's Consumptive Uses and <br />Losses, <br />4, Colorado Water Rights Administration (alternative strategies of <br />allocation to enable the maximum use of available resource), <br />. Ability to accurately represent current and future federal and State administrative <br />policies and laws, <br />. Functional, documented system that can be maintained and upgraded by the State, <br /> <br />MANAGEMENT OBJECTIVES: <br />. Avoid duplication of effort among Project team or with outside parties, <br />. Minimize research and playing - maximize use of existing tools and data <br />. Consistency with State database development efforts, <br />. Building support and realistic expectations for the system, <br />. Definition of realistic types and limits ofCRDSS data, and realistic extent of <br />modeling efforts, <br />. Frequent refinement of development plan based on available information, <br />. Coordination with USBR on development of new "Big River Model", <br /> <br />PROJECT DEVELOPMENT SCHEDULE: <br /> <br />January - April, 1994 <br /> <br />May - December, 1994 <br /> <br />Discovery and evaluation of data availability, models, <br />interfaces, and database designs leading up to refinement of <br />detailed work plan for the remainder of first two Project <br />years, <br /> <br />Development of detailed database design with flexibility to <br />incorporate additional types and amounts of data, <br />Development of a prototvpe system demonstrating "proof <br />of concept" for the following models (and associated <br />databases): <br />. USBR "Big River Model" <br />. Water Rights Planning Model <br />. Consumptive Use Model <br />The Water Rights Planning Model and the Consumptive <br />Use Model will be implemented for the Gunnison River <br />Basin in the prototype system, By the end of 1994, the <br />prototype system will be completed, <br /> <br />3 <br />
