Efforts to Attract New Industry to Colorado or to Certain <br />Parts of the State <br /> <br />There are at least seven organizations promoting <br />state-wide industrial development and 136 local or region- <br />al promotional organizations. <br /> <br />Benefits: <br /> <br />Increases in economic activity, emnlov- <br />ment opportunities, and tax base. <br /> <br />Per capita income is not necessarily <br />increased and at some point, as a com- <br />munity grows, costs of services, con- <br />gestion and pollution increase faster <br />than benefits. <br /> <br />Detriments: <br /> <br />Mechanisms: <br /> <br />Public and private "selling" efforts, <br />tax incentives. <br /> <br />Questions for Proponents: <br /> <br />1. How can new industry come to the state with- <br />out simultaneously attracting more in-migra- <br />tion of people and aggravating the very <br />problems the state is trying to solve? Will <br />the efforts to attract new industry go on <br />forever? When is it appropriate to quit? <br /> <br />2. Is it possible for existing business to grow <br />enough to provide jobs for today's Colorado <br />school population, but without seeking estab- <br />lishment of new industries? <br /> <br />-Li- <br />
