OJJ732

c. Efforts to Attract New Industry to Colorado or to Certain
Parts of the State

There are at least seven organizations promoting
state-wide industrial development and 136 local or region-
al promotional organizations.

Benefits:

Increases in economic activity, emnlov-
ment opportunities, and tax base.

Per capita income is not necessarily
increased and at some point, as a com-
munity grows, costs of services, con-
gestion and pollution increase faster
than benefits.

Detriments:

Mechanisms:

Public and private "selling" efforts,
tax incentives.

Questions for Proponents:

1. How can new industry come to the state with-
out simultaneously attracting more in-migra-
tion of people and aggravating the very
problems the state is trying to solve? Will
the efforts to attract new industry go on
forever? When is it appropriate to quit?

2. Is it possible for existing business to grow
enough to provide jobs for today's Colorado
school population, but without seeking estab-
lishment of new industries?

-Li-
