OQJ73'!

a. Continuation of Uncontrolled Population Growth

At the present time, the State of Colorado makes no
effort to guide population growth to or from any particu-
lar area in the state. Most of Colorado's growth occurs
in the Front Range area and most of that growth is in the
Denver Metropolitan Area.

Benefits: Freedom from governmental regulation,
increasing markets and economic activi-
ty, as well as greater variety and
options in social acti vi ties.

Detriments: Urban sprawl and attendant problems,
and lack of growth in areas outside the
Front Range.

Mechanisms: Do nothing to guide population growth
and distribution; apply patchwork reme-
dies to problems of core city deterio-
ration, housing, transportation, pollu-
tion, etc.

Question for Proponents:

Are mechanisms to guide population distribution
ever appropriate? If so, what kinds and under
what circumstances?

-2-
