<br />OJJ723 <br /> <br />July 25, 1972 <br /> <br />POSSIBLE COLORADO GROWTH POLICIES <br /> <br />The following is a superficial and quite hastily <br />prepared summary of various possible policies for dealing <br />with growth in Colorado. <br /> <br />More thorough analysis of each policy and mechanics <br />for implementation would cover both short term and long <br />term effects on: <br /> <br />West Slope, Front Range, and Eastern Plains and <br />major areas within each region. <br /> <br />Population numbers, geographical distribution and <br />age distribution, migration patterns. <br /> <br />Governmental efficiency, local and state tax struc- <br />tures, governmental organization and controls, land <br />use and utility restrictions. <br /> <br />Personal freedom, community stability, community <br />activities, and other sociological factors. <br /> <br />Colorado's economy including capital investment; <br />per capita income; job opportunities; specific <br />industries, such as residential construction; and <br />deterioration and replacement of existing housing. <br /> <br />Environmental quality including congestion; suscep- <br />tability to disruptions; transportation modes, <br />transportation and utility corridors, pollution, <br />depletion of resources and rates of depletion, <br />cultural facilities, and other amenities. <br /> <br /> <br />Also attached is Schedule A, prepared by the Legis- <br />lative Council staff for discussion only. It isa subjec- <br />tive listing of possible impacts of various population <br />growth patterns. and does not represent a scientific analysis <br />of the problem. <br />
