OJJ723

July 25, 1972

POSSIBLE COLORADO GROWTH POLICIES

The following is a superficial and quite hastily
prepared summary of various possible policies for dealing
with growth in Colorado.

More thorough analysis of each policy and mechanics
for implementation would cover both short term and long
term effects on:

West Slope, Front Range, and Eastern Plains and
major areas within each region.

Population numbers, geographical distribution and
age distribution, migration patterns.

Governmental efficiency, local and state tax struc-
tures, governmental organization and controls, land
use and utility restrictions.

Personal freedom, community stability, community
activities, and other sociological factors.

Colorado's economy including capital investment;
per capita income; job opportunities; specific
industries, such as residential construction; and
deterioration and replacement of existing housing.

Environmental quality including congestion; suscep-
tability to disruptions; transportation modes,
transportation and utility corridors, pollution,
depletion of resources and rates of depletion,
cultural facilities, and other amenities.

Also attached is Schedule A, prepared by the Legis-
lative Council staff for discussion only. It isa subjec-
tive listing of possible impacts of various population
growth patterns. and does not represent a scientific analysis
of the problem.
