U;LJ736

g. Development of New Cities or New Population Growth Centers

Several foreign counties -- France, Sweden, Brazil,
etc. -- have successfully established new cities. Some
efforts have been made in the United States.

Benefits: Population growth is diverted into new,
well-designed community environments a~d
there is a corresponding lessening of
pressures tending to compound existing
urban problems.

Detriments: New cities are difficult to establish,
substantial governmental subsidies are
generally necessary. Good economic
locations are relatively scarce.

Mechanisms: Private developers, industry and govern-
ment cooperate or private enterprise
develops locations that already have
inherent potential for retirement, rec-
reation, or raw material extraction.

Questions for Proponents:

1. How can new cities be expected to absorb any
significant portion of the state's growth
unless heavily subsidized by all .Colorado
taxpayers? Will taxpayers be willing?

2. Why spread environmental degradation to new
areas?

-8-
