Development of New Cities or New Population Growth Centers <br /> <br />Several foreign counties -- France, Sweden, Brazil, <br />etc. -- have successfully established new cities. Some <br />efforts have been made in the United States. <br /> <br />Benefits: Population growth is diverted into new, <br />well-designed community environments a~d <br />there is a corresponding lessening of <br />pressures tending to compound existing <br />urban problems. <br /> <br />Detriments: New cities are difficult to establish, <br />substantial governmental subsidies are <br />generally necessary. Good economic <br />locations are relatively scarce. <br /> <br />Mechanisms: Private developers, industry and govern- <br />ment cooperate or private enterprise <br />develops locations that already have <br />inherent potential for retirement, rec- <br />reation, or raw material extraction. <br /> <br />Questions for Proponents: <br /> <br />1. How can new cities be expected to absorb any <br />significant portion of the state's growth <br />unless heavily subsidized by all .Colorado <br />taxpayers? Will taxpayers be willing? <br /> <br />2. Why spread environmental degradation to new <br />areas? <br /> <br />-8- <br />
