CHAIRMAN: The Congressional Budget Office has pre- <br />pared the attached cost estimate for S, 1415, the Colorado Ute <br />Indian Water Rights Settlement Act of 1987, <br /> <br /> <br />.~ <br /> <br />15 <br /> <br />\1QJJi1'klhis authority to administer water rights on, the Tribes' <br />reservations,' , <br />The Select Committee reported amendments to this section <br />which are described in the section on Committee amendments, <br /> <br />Section 10. Indian Self-Determination Act <br /> <br />This section provides that design and construction of the Animas- <br />La Plata and Dolores Projects by the Bureau of Reclamation shall <br />be subject' to the provisions of the Indian Self-Determination and <br />Education Assistance Act, Any preference provided the Tribes by <br />virtue of this section shall not detrimentally affect the construction <br />schedules of the projects, <br />The Select Committee reported amendments to this 'section <br />which are described in the section on Committee amendments. <br /> <br />Section 11. Rules of construction <br /> <br />This section provides how the act shall be construed. <br />Both Committees reported amendments to this section which are <br />described in the section on Committee amendments. The Select <br />Committee redesignated subsection (b) as a new section 12, Section <br />12 would be redesignated as section 13. <br />The amendment from the Committee on Energy and Natural Re- <br />sources is to the measure as amended by the Select Committee. <br /> <br />Section 12. Effective date <br /> <br />This section provides that sections 4(b), 5, and 6shall take effect <br />on the date on which the final consent decree is entered by the Col- <br />orado District Court, This section further prescribes how monies <br />appropriated to the tribal developmental funds shall be handled <br />pending the entry of the fmal consent decree or in the event the <br />decree is not entered by December 31, 1991. <br />No amendments were adopted by either Committee other than <br />redesignating the section as section 13 due to the Select Commit- <br />tee's amendment to section 12, The Committee On Energy and Nat- <br />ural Resources also recommends a new section 14 which is de- <br />scribed in the section on Committee amendments. <br /> <br />, <br /> <br />" <br />, <br />
